So jealous of your kids, wish my father had built stuff like that when we were growing up.
Painting cardboard, I’d suggest getting some housepaint undercoat/primer - its designed to go into absorbent materials and provide good surface for next paint to adhere to. If you only want to do one coat of paint, I would think the hardware shop (or where ever) would be able to tint it grey for you. For a price of course …). I recall K-mart used to sell cheap housepaint, which I wouldn’t use on my house cos it probably wouldn’t last, but would work. Not sure if The Warehouse has gotten into housepaint too.
Alternatively fence paint, which is quite runny, to go on the rough sawn timber that fences usually are, and I think they might even do grey as a standard colour.
Could also try at the Lincoln Rd rubbish tip (or whatever they call it), I recall they sort out paint from the landfill stuff, and might have random colours. But they might all go to the anti-graffiti volunteers these days.

Cheapest I have seen on trademe is $10 for 10L.
Just need to find the right colour.
Or get the whites and tint as you say.
