For what it’s worth, this clause is found in many constitutions to fill precisely this sort of vacancy. The “casual vacancy” wording refers to the fact that the main, legally required, vacancies can’t be filled this way (usually the president, and the treasurer).
The absense clause (which is commonly found in other constitutions I have read) is usualy viewed how Ryan. I have seen it used a few times. The main times I have seen the “casual vacancy” clause used has been to put someone in the role when an officer has left the position close to the AGM or has had to take a leave of a month or 2 but the position needs to be filled in the mean time, having an election for someone that is going to only be in a month or 2 is inconvienient. In these cases a person has just been picked to fill the role in the mean time by the commitee.
